The captain has not yet been named by BCCI, but former Indian cricketers believe that Rohit Sharma should be appointed. He's the designated white-ball vice-captain in both formats for the team at the moment. But there are rumours saying that Kohli had named Rishabh Pant and KL Rahul as vice captains for ODI and T20I formats.
Sandeep Patil, a former India cricketer, believes that there is a problem with communication between the board and the captain. We can tell that there is a sizable misunderstanding between Virat and BCCI.- Patil, a member of India's 1983 World Cup-winning team, said, "You can't have Virat [Virat Kohli] say one thing and the BCCI [Board of Control for Cricket in India] another."
Kohli thanked his team, coaches, fans, and others at the start of his Instagram post. Later in that same post, he cited a heavy workload as the primary reason for declining to play T20. Patil asserted that the BCCI had no option but to accept whatever decision Kohli had made on his own.
Patil finished by proclaiming that Rohit Sharma would be an excellent pick to take over as the captain in the 20-over format. -I think Rohit is a great choice to succeed Virat as T20 captain,- he commented.

Kohli admitted that he had spoken with the BCCI president and secretary before the announcement. Kohli's amazing feats in the shorter game were given due recognition by the former Indian captain who thanked Kohli for his important contribution to Indian cricket. He also said that Kohli decided to do this because he was thinking about the future.
